This paper addresses the development situations of the world's least developed countries, particularly focusing on the impact of the HIV/AIDS epidemic. The paper specifically examines the internatinal community's commitment to the Brussels Program of Action (BPOA) for the Least Developed Countries for the Decade 2001 to 2010 – that committed to the eradication of poverty and improvement of the quality of lives of the people.
